Many mice live in an old house. They are afraid of the cat. The cat is quiet. She comes, and the mice cannot hear her. The mice have a meeting. “We need a plan,” says the oldest mouse.

A young mouse stands up. “I have an idea!” he says. “Let's put a bell on the cat's neck. Then we can hear her.” All the mice clap. “What a good idea!” they say.

Then the oldest mouse asks, “Who will put the bell on the cat?” Nobody says a word. The room is quiet. It is easy to make a plan. It is hard to do it.
